Yes, absolutely (some people might be shocked to read this, but re-freezing thawed food is a much misunderstood topic). While freezing doesn't kill some bacteria, it does halt bacteria growth. Food-related pathogens cannot multiply to toxic levels as long as the food is stored below 4ºC. Hence, if you are re-freezing foods that have been left out for less than say, 20 minutes, it is fine to thaw out later again to be eaten raw. If the meat has been thawed out, and been sitting out for more than an hour - this would NOT be fit for re-freezing, let alone consumption!
